The JW Group (JWG) was awarded an On-Call Consulting Services contract with the Denver International Airport (DEN) for the provision of professional aviation experts to perform design, project management, software support, computer aided drafting, technical documentation, and assessments for new and ongoing projects for DEN technology systems.

Project Description

CCTV/VMS Program Assessment and Roadmap

As part of the on-call contract, The JW Group (JWG) was tasked with the performance of a Program Assessment and Roadmap for a Video Media System (VMS), also referred to as the Closed-Circuit Television (CCTV) system, at the Denver International Airport (DEN). This project was segmented into two phases. The first phase included discovery, inventory, and stakeholder interviews to document the existing state (“as-is”) conditions of the system as well as the desired configuration and functionality based on stakeholder interviews. The second phase of the project provided a gap analysis of existing conditions versus the desired future state along with a recommended implementation roadmap.

The first phase identified the status of system(s), applications, and processes associated with the VMS and provided the team with a “baseline” of existing conditions to support future analysis and recommendations. The identification and documentation of operational/business goals and objectives provided the team with a clear definition of the goals and objectives of the DIA Business Technologies Division. Once a baseline of existing system(s) and the overall goals and objectives were identified and documented, analysis and research was performed to develop a recommended path forward to support the development of a well-defined roadmap which was performed as part of the second phase of the project. This provided the Airport with a roadmap for implementation of system and process enhancements that would be implemented over the next five to seven years.

VMS Support Migration

In support of recommendations provided as part of a Video Management System (VMS) analysis and roadmap project, the Denver International Airport (DEN) desired to migrate the administration and support model for the VMS from the current configuration to a model that is consolidated under the Information Technologies Security Systems Team (SST).  As part of an on-call contract, The JWG was tasked to develop the VMS migration plan to assist airport staff in undertaking this effort.  The migration plan addressed all support activities that were currently being performed, identified and documented the agreed upon support model including clear identification of roles and responsibilities for all staff, developed the methodology and plan for migration to the new support model, and provided assistance with the migration to the new model. Additionally, staffing support was provided for a four-month duration assist the SST with various support tasks during the migration effort.

Landside Employee Lot Relocation

As part of the On-Call Contract, the Landside Employee Lot Relocation project would relocate the employee parking lot to an area adjacent to the World Port facility. To support this project The JWG was responsible for developing the VMS security layout plans, specifications, construction drawings and cost estimates.

Passenger Services Program Support

The DEN desired to publish a RFP and solicit competitive proposals from qualified firms for a Managed Service Provider (MSP) to design, implement, manage, and administer a Common Use/Shared Use Passenger Processing System, Resource Management System (RMS), Flight Information System (FIDS), the supporting Airport Operations Database (AODB), and a Content Management System (CMS). The recommended approach was to allow separate vendors to provide individual components with a single system managing the systems.

The JWG supported the airport staff through a proposal outline, developing business, technical, functional and performance specifications, and through coordination with the City procurement office, create the final RFP document.

VMS Design Review and Assessment

The DEN requested The JWG to perform two projects involving peer reviews and assessments of the Video Management Systems (VMS). Both projects involved previously developed VMS design documentation including drawings, specifications, and statements of work to assess the alignment of the design with the overall previously developed VMS future state roadmap. The first project included the inventory and locations of camera’s as well as system head-end enhancements and/or expansions to support new cameras. The second project involved VMS reviews for Concourses A, B and C East/West Expansion Projects. The JWG determined if the individual project design and construction documentation was in alignment with the future state roadmap. Completion of both projects involved coordinated meetings with DEN stakeholders and designers to determine the design intent, functional requirements, future requirements, and end-user requirements. Design documentation was reviewed to determine if it met the design intent and included value engineering to in which recommendations were provided to reduce overall camera quantities while enhancing coverage. The JWG was also responsible for developing VMS Guidelines that were distributed to the individual design teams to promote a more cohesive design between the individual concourse projects and associated design teams.

LED and CMS Procurement Documentation Preparation and Support

The Business Technologies Division at the Denver International Airport (DEN) requested support in the development of procurement documents for a Managed Service Provider (MSP) to design, implement, configure and provide post-install service/maintenance support for  large format Light Emitting Diode (LED) displays to be located at the new ticketing “pods” that are being designed and constructed as part of the DEN Great Hall Project.   Additionally, procurement documents were also developed for a Content Management System (CMS) through a separate procurement effort. The CMS solution manages the content on the LED displays, is expandable to support future display devices, and has the potential to display pictures, images, logos, messages, videos, and/or advertising.

The JWG performed a review of the existing RFP documentation, finalized the technical and scope requirements and assisted with the procurement response requirements, evaluation criteria and evaluation matrix.
